A Cleaner, Safer, More Vibrant Martinez
The City of Martinez is committed to creating a vibrant, welcoming, and economically healthy community. Vacant commercial buildings can contribute to blight, attract vandalism, discourage investment, and reduce activity in commercial districts.
The Vacant to Vibrant Program helps ensure that vacant commercial properties remain secure, maintained, and visually appealing while property owners work toward reoccupancy, redevelopment, or sale of their property.
The Program encourages property owners to activate vacant storefronts through temporary window displays; maintain building exteriors; and keep properties safe and attractive for residents, visitors, and potential businesses.
Our goal is simple: support thriving commercial districts while helping vacant properties transition back into productive use.
Important: Not Every Empty Building Is Considered Vacant
A building is not automatically considered a "Vacant Commercial Structure" simply because it is temporarily unoccupied.
The Vacant to Vibrant Program applies only to commercial properties that:
• Meet the criteria established in Martinez Municipal Code Chapter 8.38; and
• Have been identified by the City as a Vacant Commercial Structure; and
• Have received formal notification from the City.
Property owners who have not received a formal notice from the City are not subject to Vacant to Vibrant registration requirements.
