The City’s Four-Year Strategic Plan was adopted by the City Council on September 3, 2025, and is the culmination of a months-long process that brought the City Council, City staff, and the Martinez community together to create a shared vision for the City.

This landmark initiative charts a progressive and collaborative course for the City’s future for Fiscal Years 2025–2026 through 2028–2029.

Guiding Principles

Our vision for the Martinez community is aspirational, a statement of the future.

Vision: Martinez aspires to be a vibrant, welcoming, and sustainable small town, honoring our past, embracing innovation, and building a thriving economy.

Our mission represents the purpose of the City of Martinez as an organization.

Strategic Plan, mission: Provide responsive and reliable public services that cultivate a resilient and welcoming community where individuals and organizations thrive.

Our organizational values reflect the expected behaviors of all members of the City of Martinez organization, including staff and appointed and elected officials.

Multi-Year Goals

Five multi-year goals have been established. The Strategic Plan includes strategies to achieve these goals over the next four years.

Goal A, Financial Sustainability: Support financial health through long-term planning, responsible budgeting, cost recovery, and increased revenue.

Goal B: Vibrant and sustainable Waterfront and Marina. Transform the waterfront into a modern, well-maintained destination that supports active recreation,   fosters community gathering and draws tourism – anchoring revenue generating uses essential to the City’s future.

Goal C: Economic development and housing. Advance innovative approaches to business development, land-use and housing that foster sustainable growth and enhance the quality of life in Martinez.

Goal D: Capital projects and infrastructure improvements. Plan for future facilities and amenities to benefit all of Martinez; maintain, repair, and enhance existing infrastructure.

Goal E: Community health, safety, and well-being. Partner with the community to develop programs that promote public health and safety, foster environmental responsibility, and celebrate our diverse identities, to strengthen the City's resilience and wellbeing.
