Public Participation

Meetings are held at City Hall’s Council Chamber located at 525 Henrietta Street, Martinez, CA 94553. All meetings are held in Council Chamber unless otherwise noted on the agenda.

The Public can attend meetings in-person or via the City’s teleconferencing platform.

• Teleconferencing Capability Courtesy Notice - As a courtesy and technology permitting, members of the public may attend meetings via the City’s Zoom platform. However, the City cannot guarantee that the public’s access to teleconferencing technology will be uninterrupted as technical difficulties may occur from time to time. In those instances, so long as the public may still attend the meeting in person, the meeting will continue. The mayor has the power to discontinue teleconferencing capabilities at any time.

Public Comments

Members of the public can provide comments to the legislative body by attending meetings in person, virtually and/or by written comments.

The Clerk of each legislative body will receive, collect and forward all public comments to the legislative body and staff for review and consideration in advance of a meeting.

• In-Person| Members of the public can provide comments in person when attending a meeting. The public is encouraged, but not required, to fill out a speaker card. Public comments are limited to three minutes per speaker, unless a different time is announced by the Chair/Mayor.

• Virtually | Virtual participants may use the “Raise Hand” feature in Zoom to request to speak during periods of public comment. If calling in via Zoom use *9 to raise and lower your hand. The meeting host will call on you, by name, and enable your microphone when it is your turn to speak.

• Written | Written comments must be received by 12:00 PM the day of the scheduled meeting. Comments can be sent via mail, personal delivery or via email (see below). Comments must be addressed to the Clerk of the legislative body. Clerk's will forward submitted comments to the legislative body for review and consideration prior to the scheduled meeting. These comments will not be read during the meeting but are recorded and available in the published Agenda packets.

Televised City Council Meetings

City Council meetings are televised at 7:30pm on Friday following the regularly scheduled Wednesday meeting on: Comcast channel 28, U-Verse channel 99, and Wave channel 29.

Annual Recess of Advisory Body Meetings

Recess of all meetings is observed during the month of July.

ADA Accommodations and Interpreter Assistance

In accordance with the Americans with Disabilities Act and California law, the Council Chamber is wheelchair accessible and disabled parking is available at City Hall. If you are a person with a disability and require modifications or accommodations to attend or participate in this meeting, please contact the City Clerk’s Office at (925) 372-3512. Notification 48 hours prior to the meeting will enable the City to make reasonable arrangements to ensure accessibility to this meeting.

The City will also provide reasonable assistance to members of the public who wish to use personal interpreters, including arranging appropriate space for interpreters and allowing additional time for interpretation when needed. If you plan to attend with a personal interpreter or need related assistance, please contact the City Clerk’s Office as early as possible before the meeting.

Closed Captioning

Meetings from 2020 to current have closed captioning available, with exception to new meetings that are in que to receive captioning.
