Public Ethics and Financial Disclosure

The City provides public access to certain records relating to Statements of Economic Interests and required training for local agency officials, in accordance with applicable California law.

Available information includes:

  • Statements of Economic Interests (Form 700) for covered officials
  • Ethics Training Records for local agency officials required to complete ethics training
  • Fiscal and Financial Training Records for local agency officials required to complete fiscal and financial training

Statements of Economic Interests (Form 700)

Pursuant to California Government Code section 87505, the City posts notice regarding elected officers identified in Government Code section 87200 who file Statements of Economic Interests. In addition, Statements of Economic Interests required to be made publicly available on the City’s website may be accessed below.

Copies of Statements of Economic Interests on file with the City Clerk’s Office may be accessed through the public portals linked below.

Beginning in 2025, elected officials are required to file Statements of Economic Interests electronically through the Fair Political Practices Commission (FPPC) website. Statements filed with the FPPC may be accessed and viewed on the FPCC website.

Campaign Disclosure Forms and Filings

The Fair Political Practices Commission (FPPC) was created by the Political Reform Act of 1974. The FPPC develops required forms, prepares manuals and instructions, assists agencies and public officials with recordkeeping and reporting, and maintains a central file of Statements of Economic Interests for certain state and local officials.

At specified intervals, certain forms are required to be filed by elected officials, commissioners, City employees, and committees supporting or opposing local candidates. The most commonly used forms for the City of Martinez, along with access to previously filed forms, are available below.

  • Public Access Portal - Use the Public Access Portal to research campaign contributions and expenditures, review campaign statements filed by candidates, or examine a committee’s filing history.
  • Filer Access Portal - Use the Filer Access Portal to create and file electronic campaign statements. Before filing, you must have received your Electronic Filing System filer identification number and password. To obtain a filer identification number and password for your committee, contact the City Clerk’s Office at (925) 372-3512.

Form 801

Ethics Training Records

Certain local agency officials are required by California law to complete ethics training. The City maintains records of completed ethics trainings, including the date of completion and the entity that provided the training.

These records are maintained in accordance with Government Code section 53235.2 and are available upon request. Requests for ethics training records may be submitted through the City’s NextRequest portal.

To assist in locating records, please include the following information, if known:

  • Name of the official
  • Position or board/commission
  • Approximate training date or year
  • Any other details that may assist in identifying the record

Fiscal and Financial Training Records

Certain local agency officials are required by California law to complete fiscal and financial training. The City maintains records of completed fiscal and financial trainings, including the date of completion and the entity that provided the training.

These records are maintained in accordance with Government Code section 53238.3 and are available upon request. Requests for fiscal and financial training records may be submitted through the City’s NextRequest portal.

To assist in locating records, please include the following information, if known:

  • Name of the official
  • Position or board/commission
  • Approximate training date or year
  • Any other details that may assist in identifying the record
