I, along with the City Council, prioritize the health and safety of our community above all else. For this reason, we are taking special precautions in response to the Coronavirus pandemic which I know disrupts your daily life. These measures are taken solely in the interest of public health and safety. I sincerely hope that in the coming weeks, the situation will improve and we can return to a more normal course of business. On Monday, March 16, 2020, City Manager Eric Figueroa proclaimed a local emergency. The proclamation is not in response to a direct incident within Martinez, rather it relaxes the City's purchasing requirements to allow the City to acquire goods and services at a moment's notice, enhancing its ability to protect public safety. The proclamation is also required for City of Martinez taxpayers to be reimbursed from national and state agencies for expenses incurred during the emergency.
The spread of COVID-19 in Contra Costa County has slowed allowing some businesses and community activities to resume. Contra Costa Health Services moved to red tier on March 12th and is in effect until it is extended, rescinded, superseded, or amended in writing by the Health Officer. The aim of the Stay-at-Home Order is to “flatten the curve” of the virus, slowing the occurrence of new cases in order to keep from overwhelming the healthcare system. By committing to social distancing measures as a community, the impact to our public health resources and healthcare workers can be lessened.
The City of Martinez recognizes the significant impacts this will have on the community it serves, and the uncertainty that many may be feeling at this time. Though there is cause for concern, there is no need for fear and panic to overwhelm our community. According to the Center for Disease Control (CDC), Coronavirus disease 2019 (COVID-19) is a respiratory illness that can spread from person to person. The virus that causes COVID-19 is a novel coronavirus that was first identified during an investigation into an outbreak in Wuhan, China.

The Center for Disease Control (CDC) states that reported illnesses have ranged from mild symptoms to severe illness and death for confirmed coronavirus disease (COVID-19) cases. These symptoms may appear 2-14 days after exposure (based on the incubation period of MERS-CoV viruses).
Symptoms include, but not limited to, fever, cough, shortness of breath, trouble breathing, persistent pain or pressure in the chest, new confusion or inability to arouse, bluish lips or face. This list is not inclusive. Please consult your medical provider for any other symptoms that are severe or concerning.
If you have symptoms of COVID-19 and want to get tested, try calling your state or local health department or a medical provider.
If you think you have been exposed to COVID-19 and develop a fever and symptoms, such as cough or difficulty breathing, call your healthcare provider for medical advice. If you have a medical emergency, please call 911 and let the operator know that you think you might have COVID-19. If possible, put on a facemask before medical help arrives.

As the Police Department continues to serve the public, they have also taken safeguards in City Hall and the Police Department itself to minimize exposure and transmission of illnesses. The Police Department has discussed strategies for deployment and minimizing risks for employees by changing what they respond to and using phone calls for crime reporting, if appropriate. The Department has also evaluated minimum staffing, in the event there are employees that are ill or under quarantine, as well as determined alternate scheduling to adapt to working longer days and hours with less people.
The Police Department is also routinely coordinating with other agencies such as Contra Costa County Health, the Martinez Detention Facility, the Department of Veterans' Affairs, and Kaiser Permanente, to name a few. Given the scope of COVID-19, each entity is in the process of developing strategies to ensure they can provide services and minimize the impact of spreading the virus.
Currently, Contra Costa County Health is taking the lead on providing information on COVID-19 along with recommendations on how to prevent spreading the illness. Contra Costa County Regional Medical Center (CCRMC) has modified their processes for intake and screening. Tents have been stationed in the CCRMC parking lots to pre-screen people prior to admittance to prevent COVID-19 from entering the hospital without quarantine measures in place. All other agencies have protocols for dealing with high risk events to include epidemics. The Contra Costa County Sheriff’s Office has instituted a pre-screening process for jail admission and are doing this in conjunction with Contra Costa Health Services. Plans are in place for working through infectious diseases in the jails working closely with Contra Costa County Health Services to deal with illnesses.
The challenges and magnitude of the COVID-19 illness are unique to the operations of each public agency and are working hard to address the challenges, both individually, and as a broader group of stakeholders.
The City of Martinez tap water is safe from Coronavirus (COVID-19) and has not affected the drinking water supply in the City of Martinez. Please remember that hand washing is an important part of the strategy to combat this pandemic.
The City of Martinez water purification plant uses advanced treatment processes and is designed to eliminate pathogens including viruses and bacteria. The produced drinking water is of high quality and meets all stringent state and federal requirements.
The City of Martinez water system is an essential service and will continue for the community without interruption. The City will not disconnect customers' water service due to billing/payment issues during this health emergency.
Emergency repairs or planned construction that cannot be delayed may result in water service interruptions. While city crew members do their best without shutting off water service in the community, the city asks the public to please maintain proper social distance from our crews as they work to repair the issue and complete the process as safely and quickly as possible.

Due to the shelter-in-place Health Orders from Contra Costa Health Services, the City is cancelling all events until further notice.
The most recent County Health Order was issued on December 4th and is in effect at 10:00 p.m. on Sunday, December 6, 2020 through Monday, January 4, 2020 or until it is extended, rescinded, superseded, or amended in writing by the Health Officer. In order to comply with the order, Martinez City Hall and the Senior Center remain closed for all non-essential City services, and only essential Governmental Functions will remain active during this time while practicing the social distancing guidelines as instructed by the County Health Officer. Development services within the City's Building, Planning and Engineering divisions will continue to be processed and messages left at (925) 372-3500 will be monitored and logged, but all in-person appointments will suspended. Contra Costa County Library locations will close until further notice as a precaution to help prevent the spread of COVID-19 in the community. Based on recommendations from the County Health Department, the closures are necessary to encourage social distancing and protect both patrons and staff in the libraries.

County Health Officer Order No. HO-COVID19-22, issued on July 5, 2020, requires adequate social distancing and use of face coverings outdoors by individuals when less than 6 feet away from any person who is not a member of the individual’s household or living unit. Following these simple public health and safety regulations is crucial to slowing the spread of COVID-19 in our community. As of August 6, 2020, a total of 168 Martinez residents are confirmed to have tested positive for COVID-19, but many more asymptomatic carriers (including children) may unknowingly be carrying the virus and putting other members of our community at risk on a daily basis by not following these basic rules.
The City has received numerous calls from members of the public concerned about use of our parks by groups or individuals who are not in compliance with the public health and safety orders of the County Health Officer. City of Martinez parks remain open, but only in a limited capacity.
The following is a list of the permissible Recreation activities and/or facilities based on the current County Health orders:
Playgrounds have numerous high-touch, high-contact surfaces which could spread the virus from one child to another and therefore, playground use remains prohibited based on the rules of the current County Health orders. City staff have installed prominent new signage throughout City parks to reiterate that these facilities must remain closed to the public until further notice. We again ask the public to please respect these regulations and avoid park playground facilities for the safety of your children, your family, and the Martinez community.
In response to several reported instances of unauthorized, unpermitted field users showing up to play illegal “pop up” games or tournaments on City fields, staff will be implementing two new measures to eliminate this activity. First, a special placard identification system will be utilized to enable the authorized and permitted ballfield, soccer or other extracurricular users to prominently post proof of their permitted authority to use City fields. These placards will be visible to the public and designed to demonstrate the user is a legitimately permitted group. Additionally, staff will be locking all baseball and softball facilities with City locks and issuing keys only to those organizations properly authorized and permitted to use our fields.
