The City of Martinez has declared a Local Emergency due to the COVID-19 Pandemic, and City Hall remains closed to the public until further notice. However, the City is still processing permits and will issue emergency and essential building permits. Non-emergency permits can be processed so that approved permits can be issued as soon as possible once the shelter in place is lifted. If a public hearing is required for your project, it may be possible to hold a virtual hearing prior to the quarantine being lifted. This decision will be made by the Community and Economic Development Director on a case by case basis.
During this crisis, the city is only accepting permit applications by USPS mail or uploaded to the City’s Hightail account. Application forms can be found in this link along with step-by-step instructions on how to submit Planning Permit applications during the COVID-19 quarantine. Also included is information on allowable construction under the Contra Costa County Health Services March 31, 2020 order. Payment instruction is found in the instruction link.

The Planning Department develops and implements policy documents that guide land use in Martinez. The documents include but are not limited to the General Plan, The Downtown Plan as well as applicable sections of the municipal code.
