The City of Martinez has declared a Local Emergency due to the COVID-19 Pandemic and per Contra County Health Services order of March 31st, City Hall will be closed until at least May 3, 2020. However, the City is still processing permits and will issue emergency and essential building permits. Non-essential permits can be processed so that approved permits can be pulled as soon as possible once the shelter in place is lifted.
During this crisis, the city is only accepting permit applications by USPS mail or uploaded to the City’s Hightail account. Application forms can be found in this link along with step-by-step instructions on how to submit Planning Permit applications during the COVID-19 quarantine. The Building Department issues building permits to homeowners and contractors to regulate construction within the City limits. We work closely with the Planning and Engineering Divisions to help maintain a small-town feeling while ensuring that modern-day building safety requirements are met.

Based on the current edition of the International Building codes, building permits are issued during the following days and times.
Monday - Thursday
8:30 a.m. - 11:30 a.m.
1:00 p.m. - 4:00 p.m.
8:30 a.m. - 11:30 a.m.
These codes are followed not only to protect your health and safety, but that of your property investment as well. If improvements have been made to your home, evidence of a building permit and final inspection of the work is often necessary to obtain financing or sell your property.
