The California Green Building Standards Code (“CALGreen”) requires construction projects to divert at least 65 percent of all non-hazardous construction and demolition (“C&D”) waste from the landfill through recycling or salvage for reuse. Martinez Municipal Code (“MMC”) Chapter 8.19 (Recycling of Construction and Demolition Debris) summarizes the CALGreen requirements.
Covered Projects
All construction, demolition, and renovation projects (both residential and non-residential), including additions and alterations.
Diversion Requirements
Covered projects must reuse or recycle 65 percent, or more, of generated C&D waste. Prior to issuance of a building or demolition permit, the applicant must submit a waste management plan for approval through Green Halo Systems (“Green Halo”), which can be accessed at https://wastetracking.com/city/martinez/.
Within 30 days of project completion, the applicant must ensure all project weight tickets have been uploaded to Green Halo and then while in Green Halo, must “Submit for Final” to start the final review process.

C&D Waste Hauling
The City’s franchise agreement grants Republic Services exclusive rights to commercial and industrial recycling in Martinez, including the hauling of C&D waste for a fee. To set up C&D debris box recycling services with Republic Services, call Customer Service at (925) 685-4711. Please be prepared to provide the project site address, contact information, and billing information. To receive weight tickets by e-mail, contact Republic Services Logistics Analyst Lea Makinano.
For projects in which material is self-hauled, the project and weight tickets must still be tracked in Green Halo. Materials must be hauled only to approved facilities, weight tickets should list Martinez as the origin of the materials, and weight tickets should be uploaded to the project in Green Halo regularly to ensure it is on track to meet the 65 percent diversion rate. Approved facilities can be found in Green Halo. Please review the Contractor Guide - Adding Tickets step four for instructions to track material that is salvaged and reused or donated.
Security Deposit and Fees
A security deposit of one percent of the projected project cost or $500 (whichever is greater) is required at the time of permit application. The security deposit will be held until City staff has determined full compliance. Non-compliant projects, including those that do not meet the 65 percent diversion rate, forfeit the security deposit.
Additionally, a one-time administration fee equivalent to one hour of City staff time per the City’s current Building Fee Schedule is also required.
