Hazard mitigation involves developing long-term strategies and actions to reduce or eliminate risks to people, animals, property, and critical infrastructure from natural disasters. This process includes identifying local hazards and stakeholders, evaluating community vulnerabilities, setting clear mitigation goals, and recommending targeted strategies to reduce those risks.
Every five years, the City of Martinez partners with the Contra Costa County Office of Emergency Services and 38 other local agencies to update the County’s Multi-Jurisdictional Local Hazard Mitigation Plan (LHMP). This comprehensive plan evaluates the natural hazards that pose a threat to our region — including wildfires, earthquakes, flooding, and sea level rise — and prioritizes projects aimed at minimizing their impact.
The most recent update to the Countywide LHMP, including the City of Martinez Annex (which outlines specific hazards and mitigation strategies for Martinez), has been reviewed and approved by FEMA, the California Office of Emergency Services (CalOES), Contra Costa OES, local city staff, and adopted by the Martinez City Council as of May 2025 (Resolution No. 25-038).
What’s next?
Passed in 2006, Assembly Bill No. 2140 (AB 2140) allows California counties and cities to be considered for additional state cost-share on eligible Public Assistance projects by adopting their current, FEMA-approved local hazard mitigation plans (LHMPs) into the Safety Element of their General Plan.
