In 2019, the City approved new regulations governing the use of cannabis in Martinez. Martinez Municipal Code Chapter 5.29 regulates commercial cannabis. The regulations set a limit on the numbers and types of Commercial Cannabis Operating Permits (CCOPs) available for cannabis businesses in Martinez, as outlined below.

The City has granted CCOPs to the following cannabis businesses: 

• Firefly dba Velvet: Dispensary/Retail Cannabis Store
• Embarc: Dispensary/Retail Cannabis Store

The following types and numbers of CCOPs remain available:

• Distribution: one permit
• Manufacturing: one permit
• Non-Storefront Retail Business: one permit
• Testing Laboratory: one permit
