On November 2, 2022, the City Council adopted the General Plan 2035 with the accompanying Final Environmental Impact Report (EIR), superseding the General Plan 1973. The City Council approved subsequent amendments to the General Plan on December 20, 2023, and July 17, 2024. The General Plan, EIR, and accompanying documents can be found below:

The elements of the General Plan also include the Housing Element, which is being updated under a separate effort. The Housing Element update process is underway; more information about this process can be found on the City's website by clicking here

Annual Progress Report:

The State of California requires that all local governments prepare an annual progress report on the jurisdiction's status and progress in implementing its housing element and general plan. These are submitted to HCD and the Governor's Office of Planning and Research by April 1 every year. Click the links above to download the most recent reports for the City of Martinez.
