The City’s street improvement program, funded by Measure D, selects and schedules street repairs each year. The community is divided into five zones, and paving work cycles through them on a five‑year rolling schedule so every area receives regular maintenance.

2026 Summer Paving Project

2026 Paving Projects Current Expected Work Map The City’s next paving project is scheduled to begin in summer 2026. Major streets included in this phase are:

Alhambra Avenue (Bertola to Highway 4)
Alhambra Way (from Alhambra Avenue south to Muir Station Road)
Pine Street (Bush Street to Highway 4)
Shell Avenue (D Street to Pine Street)
plus several residential streets

This project will rehabilitate and resurface pavement throughout the area. Work will include crack sealing, base repairs, adjustments to surface‑level utility structures, construction of ADA‑compliant curb ramps, and new pavement striping.

Planning for 2027 Paving

Paving that will be done in summer of 2027 will focus on Zone 5 of our Paving Progam.

As part of the planning process, the City held its annual Measure D public workshop with the Council’s Franchise/Public Infrastructure Subcommittee on the evening of January 14, 2026. City staff presented the Fiscal Year 2026-27 Measure D Five-Year Pavement Preservation Program plans:

Types of Road Repairs

Mill and overlay is a road repair process that restores the surface without requiring a full rebuild. Milling removes the top layer of old asphalt to eliminate cracks and uneven areas. After the milling is complete, a new layer of asphalt is placed over the roadway to create a smooth and durable driving surface. This method is cost-effective and helps extend the life of the road.

A chip seal is a pavement maintenance process where a thin layer of asphalt is sprayed onto an existing road surface, followed by a layer of small rocks or chips that are compacted into the asphalt. This process creates a durable, cost-effective surface treatment that seals cracks, provides a new driving surface, and extends the life of the pavement.

A slurry seal is a preventative maintenance treatment, consisting of a mixture of water, asphalt, fine aggregate like sand, and other additives. It's applied to the surface of existing asphalt or done after a chip seal to seal cracks, restore lost flexibility, and protect the pavement from water and sun damage, extending the life of the road at a lower cost than full pavement repair.

A cape seal is effectively a combination of two separate treatments, a Chip Seal and a Slurry Seal or Microsurfacing treatment as the final wearing course to allow for a smoother surface that is generally better for users such as cyclists. The Chip Seal is placed first, followed within a few days or weeks by a Slurry Seal or Microsurfacing treatment. This delay in the final Slurry Seal enhances the binding of the chips with the asphalt through trafficking and minimizes loose chips from being dislodged through brooming and traffic embedding. Cape seal treatments can extend the life of a street for an additional 10 years.

What does the City’s pavement network include?
What is the current condition of the pavement network?
What are the City’s current maintenance and rehabilitation strategies?
How much funding is required to perform all needed M&R treatments over the next five years?
What effect will City’s existing funding and other funding levels have on the network condition and deferred maintenance?
