 How to Appeal the Fine:

  1. To request a hearing, you must put the request in writing and send it to the Code Enforcement Division, 525 Henrietta Street, Martinez, CA  94553, within twenty-one (21) calendar days from the date of the Administrative Citation.
  2. Your appeal must include the following information:
    1. A brief statement of your interest in the matter that has given rise to the fine (e.g., you are the owner of the property, tenant, subtenant, owner of the business, etc.);
    2.  A brief statement of the material facts which you claim support your contention that no fine should be imposed or that a different amount should be imposed;
    3. The address at which you agree notice of additional proceedings or orders relating to the fine may be received by first class mail. 
  3. In order for your appeal to be properly submitted, you must deposit the amount of the fine that is indicated on this Administrative Citation or demonstrate to the City that depositing this amount would cause you an unreasonable financial hardship

A properly submitted appeal will result in written notification of the date, time and place set for your appeal hearing, which shall be between 20 and 45 days from the date of your appeal. Failure to make a timely appeal or failure to appear at the appeal hearing will constitute the forfeiture of the administrative fine and will result in the administrative fine becoming a final decision of the City.
