Martinez City Council Adopts Ambitious Four-Year Strategic Plan to Guide
Community Progress Through 2029
Martinez, CA — The City of Martinez is proud to announce the adoption of its inaugural City Four-Year Strategic Plan, a prioritized guide designed to strengthen City services and enhance quality of life for our residents. The landmark initiative was unanimously adopted by the Martinez City Council on September 3, 2025, and will guide municipal priorities and investments from Fiscal Year 2025–2026 through 2028–2029.
The Plan is the result of an extensive collaborative process involving City Council, staff, and community input. As part of the process, the City’s Mission, Vision, and Organizational Values were updated to reaffirm and clearly articulate the core values and guiding principles of the City’s future.
“This plan represents our collective vision for a thriving, welcoming, and sustainable Martinez,” said Mayor Brianne Zorn. “It sets priorities for us to concentrate on over the next four years and will guide how our Council assigns resources. It’s not just about what we want to accomplish, it’s about how we work together to get there.”
Approaching the Future Strategically
This Strategic Plan will serve as a guiding framework for decision-making, helping City leaders stay focused on long-term goals while remaining responsive to emerging challenges and opportunities. The Plan is anchored by five key goals over the next four fiscal years:
1. Financial sustainability: Support financial health through long-term planning, responsible budgeting, cost recovery and increased revenue.
2. Vibrant and sustainable waterfront and marina: Transform the waterfront into a modern, well-maintained destination that supports active recreation, fosters community gathering, and draws tourism – anchoring revenue generating uses essential to the City’s future.
3. Economic development and housing: Advance innovative approaches to business development, land use and housing that foster sustainable growth and enhance the quality of life in Martinez.
4. Capital projects and infrastructure improvements: Plan for future facilities and amenities to benefit all of Martinez; maintain, repair, and enhance existing infrastructure.
5. Community health, safety, and well-being: Partner with the community to develop programs that promote public health and safety, foster environmental responsibility, and celebrate our diverse identities, to strengthen the City's resilience and wellbeing.
Each goal is supported by targeted strategies and measurable outcomes to ensure achievability. These strategies are prioritized over the next four fiscal years and identify the City Council’s main projects of focus for City departments.
City Manager Michael Chandler emphasized the plan’s role in aligning resources with community priorities. “This is a living document that will evolve with our City’s needs. It provides a clear framework for decision-making and ensures we stay focused on what matters most to our residents.”
