California Department of Housing and Community Development Certifies the City of Martinez 2023-2031 Housing Element
After rigorous evaluation and collaboration between the City of Martinez and state officials, the California Department of Housing and Community Development Department (“HCD”) officially certified the City of Martinez 2023-2031 Housing Element on August 25, 2025. The certification underscores Martinez's proactive approach to addressing housing challenges and ensuring compliance with state housing laws, and marks a significant milestone in the City's commitment to meeting housing needs and fostering inclusive communities.
By prioritizing diverse housing options and fostering partnerships with stakeholders, the City of Martinez aims to create vibrant neighborhoods that meet the needs of existing and future residents from all walks of life. The 2023-2031 Housing Element plans for the production of the City’s Regional Housing Needs Allocation of 1,345 new housing units during the eight-year cycle, including 350 very low-, 201 low-, 221 moderate-, and 573 above moderate-income units. The Housing Element also outlines comprehensive housing goals, policies, and programs aimed at facilitating the development of affordable housing, enhancing housing accessibility, and promoting sustainable community growth.

City Manager Michael Chandler added, “The certification and implementation of our Housing Element is a milestone achievement and the culmination of over two and a half years of concerted efforts from our staff and City Council. It will result in increased housing production, which benefits our schools and local businesses and supports economic development throughout Martinez.”
