The City passed a resolution in 2010 enabling its residents to participate in a program entitled “Energy Upgrade California” that will make available $1.1 million in funding to assist with home energy retrofits in Contra Costa County.  The program, funded by a California Energy Commission (CEC) grant awarded to the Association of Bay Area Governments (ABAG), will be operated by the Contra Costa County Department of Conservation and Development.
