Contra Costa County's Flood Control District maintains a database on rainfall and potential flooding. The web address is:

They have developed a 3-5-7 rule.
They predict if we have had 3" or more of rain in the last week; 5” or more of rain in the last month and 7” or more inches of rain in the season we are primed for flooding. If these criteria’s are met and the National Weather Service forecast is for 2” of rainfall within the next 24 hours, flooding of the local streams is possible.
