A railroad Quiet Zone Study was recently completed. A presentation (click here to view) was given to the City Council on June 2, 2010. The Quiet Zone Study (click here for entire report) reviewed existing and future freight train, passenger train, vehicle and pedestrian traffic. General Plan Update Task Force to be formed
The City of Martinez is updating its General Plan. A Task Force, similar to the one assembled for the recent update to the City's Housing Element, is being formed to oversee the development of a new General Plan. The goal is to form a Task Force that represents the different interests and geographic areas of the City. Task Force members will play a key role in the process and provide a valuable service to the community. The Task Force will meet regularly, generally no more than once a month, until completion of the new General Plan.

At the Council Meeting on February 3, 2010, Public Works Superintendent Bob Cellini presented the Storm Management report. Waterfront Park will be closed to cars at 6 p.m. Limited Handicapped Parking is available, so arrive earlier in the day. Remember, personal fireworks are illegal in Contra Costa County and DANGEROUS! On October 17, 2007, Martinez City Council approved a construction contract with H.S.R. Inc, for the Martinez Marina Ferry Pier Removal Project. The project includes the removal of the complete Ferry Pier and supporting piles. Demolition of the Pier began in November 2007. The contractor has removed all of the horizontal elements of the Ferry Pier and pile extraction is expected to begin on or around December 12, 2007. The project is expected to be substantially complete in late December or early January 2008.

Late last year Mayor Schroder reconvened the Housing Task Force, with Councilmembers Janet Kennedy and Michael Menesini serving on the group, tasked with drafting an affordable housing ordinance for consideration by the full Council. The group has been meeting over the last 10 months to draft an "Inclusionary" ordinance that will require housing developers to build a certain percentage of total new for-sale and rental units as below market rate (BMR) units. In California, nearly 30% of cities have an inclusionary ordinance that have worked since 1999 to provide up to 80,000 California residents with a home. In Martinez, the taskforce has strived to draft a reasonable mandatory inclusionary program, but with built-in flexibility to respond to our particular market conditions, especially in light of the recently adopted Downtown Specific Plan that encourages in-fill development on small downtown sites. The draft ordinance will be available for public review in the early Fall of 2007, will be reviewed by the Planning Commission in a public hearing in October, and then considered for approval by the full City Council in late 2007. City staff is currently looking into the feasibility of utilizing a camera system to enforce red light violators at two major intersections in the City. According to Police Department statistics, the intersections of Arnold Drive & Morello Avenue, along with Alhambra Avenue & Highway 4 are among the highest for red light related accidents and citations. A study of both intersections is scheduled for the week of August 13th, 2007; a final report/recommendation will be made to the City Council in September.

Concerns about global Climate Change are growing, and with it, the expectation that communities will take action to respond. Martinez has an opportunity to join Contra Costa County and other local cities to investigate actions that can be taken to reduce Greenhouse Gas (GHG) emissions.

At their July 18th meeting, the City Council passed a resolution selecting the development team of Howard Goldenberg and Associates for 630 Court Street and authorized the City Manager to execute an Exclusive Negotiating Right Agreement with the development team allowing 120 days to negotiate the finer points of the real estate transaction, leading to a possible Purchase Agreement. At the July 18th meeting, the developer presented preliminary renderings showing their desire to restore the façade of 630 Court Street, with a possible third level for additional professional office space. The proposal includes a seismic retrofit and rehabilitation of the existing building. Staff will provide regular updates to the City Council as negotiations progress.

Staff from the cities of Antioch, Benicia, Pittsburg, Vallejo, and Martinez met recently to explore opportunities to cooperate on marina operational issues that could save money and improve service. The cities agreed to pursue two ideas: the possibility of purchasing a dredger that all cities could use at least for maintenance dredging, and initiating discussions with the Corps of Engineers and other agencies regarding opening a longer and common fish dredging window.

On April 4th the Council awarded the construction contract for the Alhambra Avenue Improvement Project to Bay Cities Paving and Grading. Notice of the impending construction was mailed to approximately 300 adjoining property owners. Construction began in May. The City has recently received plans from Central Sanitary District (Central San) to replace/reroute the sewer from the Miller Avenue subdivision area to an existing sewer line in Marina Vista about one thousand feet west of Miller Avenue. This replacement project will have an impact on traffic to and from the downtown area including the County office buildings and courts. Currently the sewer servicing this area runs through Shell refinery property. With heightened security measures at the refinery it has become difficult for Central San to respond in a timely manner to sewer problems. The plan will require closure of Marina Vista between Miller and Court for up to five weeks.
Central San’s current schedule is to advertise the project in June and begin construction in July. Central San held a community meeting on May 24, 2007, and discussed the construction schedule, traffic control plan and other project impacts. Central San will notify residents that will be directly impacted. Central San will also provide information in the local press and will coordinate with Shell Refinery, the City of Martinez, and Contra Costa County.

In 2 separate incidents a week apart both the girls and boys restrooms at Nancy Boyd Park have been severely damaged by fire. Both fires are currently under investigation. Temporary bathroom facilities are available to serve the park and ball fields. A separate bathroom facility will be available for the City’s summer recreation program. When residents use Martinez park facilities and ball fields, please be on the watch for suspicious activity. Please call 911 if you see anything that needs reporting.
The City of Martinez is also working with our risk management authority on our insurance claim that may be able to be combined with park renovation funds to replace the bathrooms and provide other new/updated amenities at the popular Nancy Boyd Park.

The first amphitheater event was held on May 19th. The fundraising event for Hospice raised over $35,000 and had approximately 300 people in attendance. On Saturday, June 17th, 2007, the Martinez Amphitheater will host the Rock for Relief Concert. A concert with Spinning Wheel is tentatively scheduled for Saturday, June 30th.

The Waste Reduction and Recycling Annual Report for 2005 was submitted to the California Integrated Waste Management Board (CIWMB) earlier this year. A diversion rate of 55% was reported which exceeds the 50% state mandated requirement. 2005 is the second consecutive year and the third year since 2000 where Martinez has met or exceeded the state diversion requirement. Regional Water Quality Control Board (RWQCB) Fine and Waiver - The City of Martinez was fined $23,000 for failure to submit the annual NPDES Reports for 2004-05 and 2005-06 in a timely manner. In lieu of paying a majority of the fine ($20,000) the City of Martinez was given the opportunity to identify and fund a Supplemental Environmental Project (SEP). In coordination with the RWQCB, the retrofit of an existing city parking lot to include treatment facilities to detain and filter storm water runoff was identified as an appropriate project. The City proposes to include the Friends of Alhambra Creek and the Briones High School Environmental Science Academy to assist with this project.

Based upon complaints received by various City of Martinez Council Members, city staff and the Planning Commission were asked to look into our current situation and consider options to update our recreational vehicle (RV) parking ordinance in light of what other cities are doing to encourage neighborhood preservation. The Planning staff began discussing RV parking with the Planning Commission in November, 2006 with an informal discussion on this issue.
On February 27, 2007 staff brought a draft ordinance similar to the approaches adopted in Brentwood, Concord and Walnut Creek. At this meeting a number of RV owners felt that the proposal was too restrictive. There were only 2 who spoke in favor of the more restrictive approach and over 10 that spoke against the new draft ordinance.
Staff modified the approach and invited RV parking proponents and opponents to the Planning Commission meeting on April 24th to discuss this issue. Again there were only a couple of proponents of a more restrictive RV Parking Ordinance and numerous advocates of no new RV parking restrictions. At the end of the April 24th discussion, the Planning Commission asked staff to do more to out reach to the community on this issue and that staff work with both opponents and proponents on a compromise. Several members of the RV community offered to work toward such a compromise.
There will be a Community Workshop on RV Parking that will be held on Thursday evening, July 19, 2007 at 7:00 PM at City Hall (525 Henrietta Street). Hopefully a compromise will be developed at that meeting that can go to the Planning Commission in August and on to the City Council in September.

Long time member of the Cemetery Commission, George Freschi passed away on May 25, 2007. He also served on City Council from 1954 - 58. Mr. Freschi’s commitment to the City of Martinez will be missed.

The City of Martinez with support from Martinez Main Street and the Martinez Tour of California Local Organizing Committee submitted a proposal to be considered a "Stage Start Host City" for the 2008 AMGEN Tour of California bicycle race. The event is considered to be the premier cycling event in California. The City of Martinez was selected as a host city in 2006, however in 2007 the race tour did not go thru the East Bay. This event brought cycling race teams from around the world and thousands of spectators to Martinez for an exciting day. City staff hopes to hear some time this summer if Martinez is selected as a host city for this event that will take place in February, 2008.

A City Council Sub-committee made up of Vice Mayor Janet Kennedy and Council Member Lara Delaney along with City Manager, Don Blubaugh, Assistant City Manager, Karen Majors and Public Works Director, Dave Scola will interview all four development teams that submitted proposals for city-owned property referred to as 630 Court Street or the Sharkey Building on Friday, June 8, 2008. All 4 proposals envision a mixed use project (restaurant and office) as well as a seismic retrofit and rehabilitation of the existing building. Staff will bring a recommendation from this process to the full City Council in late June or early July.

At the request of the Intermodal Committee the City of Martinez has retained the services of Michael Bernick to assist us in developing a strategy to secure funding from the Water Transit Authority to examine alternative ferry landing locations in Martinez. The agency does not have funding to provide funds for a study now. Mayor Rob Shroder asked Senator Torlakson to support legislation providing funding for the WTA.

MTC has provided a grant of $60,000 to the City of Martinez to retain the services of a consultant to prepare this plan. The purpose of this planning process is to identify local transportation needs, as well as solutions to address them. The plan will primarily cover the area north of Highway 4, and will prioritize the needs of lower income residents. Solutions will focus on new capital improvements such as bus stops, benches, shelters, sidewalks or other amenities, and may include expanding bus service, shuttle services, pedestrian/bicycle improvements, automobile-oriented solutions, or other measures. The plan will be developed through a collaborative process involving residents, the City, County Connection, community organizations, the Transportation Authority, and MTC.

The Martinez Police Department (MPD) is working with 24 other law enforcement agencies in a "DUI Strike Team." The MPD made 22 driving under the influence (DUI) arrests as a result of this program and received an award for the third highest number of arrests for cities with a population under 50,000. Officer Glenn Walkup received an award for having the second highest total DUI arrests in the program.

The Veterans Commission will host their annual Memorial Day programs, Monday, May 28, 2007, beginning at 9 a.m. at the Alhambra Cemetery. The brief cemetery ceremony is followed by a larger program at the Veterans Memorial beginning at 10 a.m. After the ceremonies attendees are invited to join the Veterans for refreshments at the Veterans Hall on Ward Street.

The Planning Commission held a study session to introduce a mixed use (commercial, office and residential) project proposed by Al Turnbaugh at the corner of Escobar and Estudillo at its Tuesday night meeting. After a presentation by the applicant and his architect, a dozen people spoke on the project. The Planning Commission was generally in favor of the project concept and believed downtown was overdue for a project of this caliber. The Commission was pleased to see a project that represented such a investment in downtown. The next steps on the project will include commencement of the environmental review process and additional public hearings at both the Design Review Committee and the Planning Commission.

The City had plans ready to go to bid to remove this old, dilapidated pier. Estimated cost for removal is $500,000. City Council delayed moving forward with the removal in light of information that financial assistance, in the form of a grant, may be available to pay a large portion if not all the costs. To be eligible for a grant work must not have been started. While removal of the pier is a top priority the City simply could not pass up the opportunity for this financial assistance. If successful, funds budgeted for this project could be allocated to other pressing needs.

The Planning Commission will meet on Tuesday May 8th for a study session on the Turnbaugh Project at Escobar and Estudillo. The purpose of the study session is to introduce the project to the Planning Commission and the community. The Planning Commission will review the project and discuss potential zoning, design, and land use issues as well as conformance with the Downtown Specific Plan. The City was recently notified by the Government Finance Officers’ Association (GFOA) that it has received the Certificate of Achievement for Excellence in Financial Reporting for the fiscal year 2006 Comprehensive Annual Financial Report. This award is the highest form of recognition in governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.

City staff received an application package to apply for designation as an "Amgen Tour of California Bike Race Stage Start Host City for 2008". The City of Martinez was a "Stage 2 Start City" in 2006. Unfortunately the tour did not include any racing in the East Bay in 2007, therefore Martinez was unable to participate in this wonderful event. Applications are due on May 25th. City staff will meet with the Local Organizing Committee to put together a response for the 2008 bike race.

In the early 1980s, the City of Martinez approved an affordable senior housing project at 90 F Street with subsidized rents sponsored by Goldrich and Kest. The affordability restrictions have expired. Goldrich and Kest began renting the units to non-age restricted adults and this has caused some significant parking and other neighborhood issues. The City of Martinez has made it clear to Goldrich and Kest that this complex may only be rented to seniors and has offered assistance in identifying resources that would enable the project to again become a subsidized senior apartment complex.

Several years ago the City purchased a 6,000 square foot building from the County, known as the Sharkey Building. This building, which was recently placed on the State Register of Historic Places, has been offered for sale as part of the City’s downtown revitalization effort. In response to a Request for Proposals, the City received four proposals for the property. A detailed review of each proposal is underway. Staff plans to discuss their preliminary findings with the Council Court Street Subcommittee in mid-May.

- Do only minor car repairs (ie. oil and filter change, tune-ups, tire change and rotation, etc.).
